Rental Registration Program

The Piqua City Commission passed Ordinance O-6-23 on September 5, 2023, creating Chapter 109: Rental Registration. This ordinance requires owners of residential rental property units to register each of their rental units with the City annually. This program was designed with the goal to address the concerns of the community regarding the quality of housing stock in Piqua and to assure that rental properties are not creating a hazard or safety concern for tenants and residents of the city.

The Rental Registration Program is currently paused. Once a new timeline is announced, we will update this page.


RENTAL LICENSE

How do I register my rental units?

You can register one of two ways:

  1. Download the Rental Registration License Form (PDF) and complete the registration. Email the completed form to RentalRegistration@PiquaOH.gov.
  2. Utilize the City Online Portal for Rental Registration here (NOT CURRENTLY AVAILABLE).  

Please be aware of the following information needed for the registration: 

  1. Property Owner Information - name, mailing address, email, and phone number. If the ownership is partnership or LLC, a managing partner of the partnership or LLC, must provide their information. The property operator name will also be required if different from the owner's name.
  2. Rental Property Information - addresses, unit numbers, and number of overall rooms, bedrooms, and floors.
  3. Self-Confirmation of Codes - Confirmation from owner that to the best of their knowledge there are no outstanding fire, building, zoning or other violations on the property.
  4. Self-Confirmation of Fees - Confirmation from owner that to the best of their knowledge there are no outstanding fees, liens, unpaid taxes or assessments on the property.

If ownership of the property changes a new registration will be required, unless the property owner calls the Planning & Zoning Division (937-778-2049) to complete the transfer of registration.

How long is my rental registration valid for?

Registration is good for a single year. Each property is required to obtain a new rental registration annually by January 1. Once a property is within the registration/licensing system, the program will pre-populate some information for those who utilize the online portal, to make annual registration faster and easier.  


RENTAL INSPECTION

What is the process of inspections?

Schedule of Inspection
After a rental license is approved, the Planning & Zoning staff will schedule an inspection with the owner/operator of the property. This inspection will occur on Monday through Friday 8 a.m. to 4 p.m., and will be documented with a formal letter stating the date and time of inspection along with the checklist of reviewed items, as noted below. These inspections may be scheduled out months depending on many factors. The City staff will do their best to work with the property owners to find a date and time that works for them.  Inspections generally take one (1) hour.  A property owner has a right to deny an inspection, and appeal the Letter of Inspection as noted below.

The City may begin inspections at a future date.

Documentation and Compliance
Within ten (10) days after the Inspection, the Code Official will send a standardized letter to the property owner/operator, which notes full compliance, or notes specific code violations that will need to be corrected. The code official will provide a timeline to correct the violations but will work with the property owner to confirm a timeline to make corrections.

Approval and Re-Inspection
Once a property is inspected, it will not be re-inspected until all other rental properties in the City have been inspected (unless re-inspection is necessary or requested sooner). This is estimated to take roughly three (3) years. Once the City has completed one cycle, this timeline will be updated.  

After a property is approved it will be placed on the Rental Registration Database to allow all potential renters and tenants to search for properties that meet all program guidelines.

What do the code officials look at during the inspection?

The code officials utilize a consistent checklist to review ALL rental properties within the City of Piqua. The checklist includes review of the exterior of the structure including safe access to the building, exterior property maintenance violations and confirming the building is in sound condition and sealed from the weather. The checklist also includes interior inspection of general electrical, plumbing and fire safety items. The full checklist can be downloaded below.

OTHER QUESTIONS

How do I appeal the code official?

Property owners have a right to appeal any decision or issues raised by action of the Code Official to the Board of Zoning Appeals.  

  • Appeal Letter of Inspection - To the Board of Zoning Appeals within ten (10) days of receipt of the letter.
  • Appeal Denial of a Rental License - To the BZA within thirty (30) days of receipt of denial.
  • Any other Appeal of the Code Official regarding the Rental Registration Program - To the BZA within thirty (30) days of receipt of the notice or action.
If a property owner does not agree with the decision of the BZA, they have additional rights to appeal any decision to the Miami County Common Pleas Court per ORC Chapter 2506.
